42 CFR Part 2: Understanding the New Final Rules and Where We Go From Here

Description: The Substance Abuse and Mental Health Services Administration has released two final rules on 42 CFR Part 2 in the past year. This webinar will help you understand the new changes, how they affect your business, and compare them with the HIPAA privacy rule. We will also discuss what more needs to be done to ensure providers have appropriate access to substance use disorder records in order to coordinate patients’ care and treat persons with substance use disorders safely and effectively.

Presenters: Rebecca Murow Klein and Lesley R. Yeung

Rebecca Murow Klein joined the Association for Behavioral Health and Wellness (ABHW) in 2013. As the Director of Government Affairs, she leads the organization’s efforts to inform policy makers on issues related to behavioral health, including telementalhealth, health care integration, and substance use disorder privacy regulations. Klein chairs the Partnership to Amend 42 CFR Part 2, a coalition that is advocating to align 42 CFR Part 2 with HIPAA for the purposes of health care treatment, payment, and operations. Prior to joining ABHW, Klein served as Legislative Assistant for Health and Education Policy in the office of Senator Ben Nelson (D-NE). She holds a Bachelor of Arts degree from the University of Michigan and is currently a candidate for Master of Business Administration and Master of Arts in Government at the Johns Hopkins University.  
Lesley R. Yeung is a Senior Counsel in the Health Care and Life Sciences practice of Epstein Becker & Green’s Washington, DC, office. Yeung advises health care providers and health-related companies, financial institutions and investors of industry trends and policy developments, including issues related to behavioral health care, mental health parity, and patient confidentiality. She also advises hospitals, health systems, medical professional societies, and other health-related organizations on regulatory matters arising under Medicare, Medicaid and other third-party reimbursement programs and regarding federal and state health care regulatory issues. Yeung earlier served as a health insurance specialist at the Centers for Medicare & Medicaid Services, a program analyst at the Department of Health and Human Services, and a Presidential Management Fellow at the National Institutes of Health. In 2014-2017, she was selected to the Washington, DC Rising Stars list in the area of Health Care.
